Ugandan Deputy Speaker Demands Response to Allegations of Consulate in Dubai Operating as Casino

Deputy Speaker of Parliament, Thomas Tayebwa, has called on the Minister of Foreign Affairs, Jeje Odongo, to address allegations that Uganda’s consulate in Dubai, United Arab Emirates (UAE), is being used as a casino. The request follows media reports claiming that the consulate building in Dubai has been covertly operating as a gambling establishment. The issue was raised as a matter of national importance by the Shadow Foreign Affairs Minister, Muwada Nkunyingi (NUP, Kyadondo County East), during a parliamentary session on Thursday, August 1, 2024.

Nkunyingi urged an investigation into the allegations, warning that the situation could have serious international consequences if not addressed. "Parliament pushed for this consulate to extend support and services to Ugandans who are thousands living in Dubai. Surprisingly turning the consulate into a casino and a gambling house contravenes the laws of UAE, our laws and international laws governing diplomatic premises," said Nkunyingi.

The shadow minister emphasized that the consulate was established with the expectation that it would be run according to the law. He further questioned what steps had been taken in terms of discipline, diplomacy, and administration to deal with the situation. "As well we want to know what disciplinary, diplomatic and administrative steps that have been undertaken to address this development," Nkunyingi added.


In his statement, Nkunyingi sought a response from Prime Minister Robinah Nabanjja, who suggested that the matter falls under the responsibility of the Foreign Affairs Ministry. "The Minister mentioned here is also an MP, now that you have requested for a statement, I will make sure he comes here to give a statement over the matter," Nabanjja said.


Deputy Speaker Tayebwa concluded by saying, "On Tuesday, we shall have the Minister on schedule," indicating that the Foreign Affairs Minister would address Parliament regarding the issue.
