The Dominican Republic has introduced a new resolution that marks a significant shift in the regulation of online gambling within its borders.

On March 26, 2024, the Dominican Republic unveiled Resolution 136-2024, which establishes a fresh regulatory framework for online casino operations and sports betting activities. This resolution, spearheaded by the Ministry of Finance, will be overseen by the Directorate of Casinos and Gaming.


The Dominican Republic has introduced a new resolution that marks a significant shift in the regulation of online gambling within its borders.

Initially regulated in 2006, online gambling in the Dominican Republic saw its first license granted in 2011 to Amaya, later rebranded as The Stars Group in 2017 and acquired by Flutter Entertainment in 2019. Despite the presence of laws such as Ley 139-11 and Ley 494-06, online gambling remained largely monopolized, with Amaya being the sole licensee. However, it remains uncertain if Amaya still holds its license.


The enactment of Resolution 136-2024 signals a significant step towards establishing a more comprehensive regulatory framework. This move is expected to foster increased competition within the regulated market and potentially enhance state revenue through the introduction of new market entrants.


Under the purview of the Directorate of Casinos and Gaming, the Ministry of Finance will oversee the issuance of licenses for online casinos and lotteries. The resolution, comprising 36 pages, seven chapters, and 36 articles, has been officially signed into law by the Minister of Finance, Jose Manuel Vicente.


Key provisions of Resolution 136-2024 include the issuance of licenses valid for five years, with a stipulation of non-transferability for the initial three years. The cost of obtaining a license for both online casino and sports betting operations is set at $346,000 (£275,000/€320,600). Although specific taxation details are not outlined in the resolution, it is anticipated that the gross gaming revenue rate, set at 29% for land-based casinos under Ley 139-11, will likely apply to online operations as well.

Furthermore, operators seeking licensure in the Dominican Republic must demonstrate evidence of responsible gambling initiatives. This includes implementing a mandatory self-exclusion process and adhering to a set of measures outlined by the Ministry to promote responsible gaming. Operators will be required to display features such as elapsed time since the start of a gaming session, options to limit bets and gaming session durations, and a prominently visible responsible gaming notice on their platforms.


The introduction of Resolution 136-2024 represents a significant milestone in the regulation of online gambling in the Dominican Republic. With a robust framework in place, the country aims to foster a competitive market while prioritizing responsible gaming practices for the well-being of its citizens.
