This new measure eliminates the “self-checking system,” a move designed to address concerns over public order and safety risks.


The policy stems from protests earlier this year in cities like Rome, Milan, and Florence, where residents voiced frustration over soaring housing prices tied to the rise of short-term rental platforms. Under the new regulations, guests must meet the property owner or manager in person and present identification documents. Renters are also required to send the guest’s information to the police authorities within 24 hours of check-in.


National Security Concerns Behind the Ban

Italian Interior Minister officials emphasized that this measure is part of a broader effort to bolster national security, a challenge that has grown in complexity over the past two years amid ongoing wars, conflicts, and terrorist threats.


“The automated management of check-in and entry to a property without visual identification of guests means there is a risk it could be occupied by one or more individuals whose identities remain unknown to the relevant police authorities, posing a potential danger to the community,” stated the Italian Ministry of Interior.


Authorities further noted that the regulation addresses the widespread phenomenon of short-term rentals, which has gained popularity due to the influx of tourists attending political, religious, and cultural events across Italy.


Signed into law on November 18, the new measure took effect immediately and applies to tourist accommodations listed on platforms such as Booking.com and Airbnb.

As one of Europe’s top tourist destinations, Italy has seen a surge in visitors, with a record-breaking 134 million tourists recorded in 2023. However, the rising numbers have amplified concerns over safety and security in tourist accommodations, making stricter measures a priority.

Italy’s move comes as part of a larger pattern across Europe, where national security concerns have prompted increased vigilance. Over the past two years, terrorist attacks and attempts have become more frequent, leading many European nations to reintroduce internal border checks and adopt stricter regulations.


Particular scrutiny has been placed on Russian nationals amid rising geopolitical tensions, with EU authorities advocating for tighter security measures. Ylva Johansson, EU Chief for Migration and Home Affairs, recently urged member states to adopt tougher rules, stating that “this is no time to be soft.”


According to the 2024 Global Terrorism Index, there were 3,350 terrorist incidents reported globally this year, with 50 countries affected. These statistics underscore the pressing need for heightened security measures across the European Union.


Italy’s ban on self-check-in systems for tourist rentals reflects the country’s commitment to addressing these concerns while managing the growing pressures of its thriving tourism industry.
