GB Gambling Commission Initiates Consultation Process for Gambling Act Review Proposals

The GB Gambling Commission has taken a significant step in the Gambling Act review by launching the consultation process, as outlined in the white paper released in April. This comprehensive white paper presented various proposals, including measures to strengthen consumer protection and provide more support to the Commission itself.

The Commission is now inviting feedback and opinions from consumers, gambling operators, and other relevant stakeholders on four specific areas. The consultation period will span 12 weeks, allowing ample time for interested parties to contribute their views.


The four key areas for which the Commission is seeking input are as follows:

  1. Financial risk and vulnerability: This aspect aims to address the issue of vulnerable individuals engaging in gambling activities and to introduce measures to mitigate the potential risks associated with excessive gambling.

  2. Online games design: The Commission is looking into the design elements of online games to ensure they are fair, transparent, and do not exploit players, especially vulnerable groups like children.

  3. Improving consumer choice on direct marketing: The proposal aims to provide consumers with more control over direct marketing they receive from gambling operators, empowering them to make informed choices.

  4. Strengthening age verification in land-based premises: This area focuses on bolstering age verification measures in physical gambling establishments to prevent underage gambling.

Tim Miller, the Gambling Commission's executive director for research and policy, emphasized the importance of these consultations in shaping policies that protect consumers and promote responsible gambling. The white paper has already established the general policy direction, and the current consultations will delve into the practical implementation of these measures.


In addition to the four proposals directly linked to the white paper commitments, the government is also seeking feedback on other related topics. These include clarifying and extending the roles of operator staff required to hold a personal management license, as well as exploring potential changes to the composition and decision-making processes of the Commission's regulatory panels.


The consultations also cover additional areas not mentioned in the white paper, providing a comprehensive approach to reviewing the gambling regulations in the country. This includes consultations on online slots stake limits and updated rules for casinos, bingo halls, and arcades.


The objective of these consultations is to update and modernize gambling laws to align with the digital era while ensuring the safety and well-being of gamblers. Gambling Minister Stuart Andrew expressed the government's commitment to protecting individuals from gambling-related harm while maintaining an enjoyable gambling environment.


However, some members of the UK's House of Lords have raised concerns about the extent of the measures put forward for consultation, suggesting potential challenges in achieving a consensus on the best course of action. Nonetheless, the Commission remains dedicated to gathering diverse perspectives to create effective and balanced regulatory measures.
